The 18th edition of the Indian Premier League (IPL) has seen some thrilling cricket, but it hasn’t been without its share of action against disciplinary issues in the conduct of the game. Among the most common breaches this season has been teams failing to maintain the required over-rate, which has drawn strict penalties from players, especially the captains.
According to IPL regulations, teams must complete their innings within 90 minutes, including timeouts. A delay in this timeline means captains are hit with a fine of INR 12 lakh for the first offence. If repeated, the penalty doubles to INR 24 lakh for the skipper, with teammates also fined INR 6 lakh or 25% of their match fee, whichever is less.
In earlier seasons, a third offence could result in a suspension for the captain, but IPL 2025 has dropped the ban, though fines remain high. Attempts to avoid punishment by switching captains mid-season are not entertained unless formally notified to the BCCI.
Here are players who have pleaded guilty of Code of Conduct breach
11. Shubman Gill – Match 35, GT vs DC (slow over-rate):

Gujarat Titans captain Shubman Gill was fined INR 12 lakhs for a slow over-rate during Match 35 of IPL 2025, where his team faced Delhi Capitals at the Narendra Modi Stadium in Ahmedabad on April 19. This penalty was imposed under Article 2.22 of the IPL Code of Conduct, which deals with minimum over-rate offences.
The fine was Gujarat’s first over-rate violation of the season. Despite their brilliant seven-wicket victory over DC, where Gill’s side restricted the visitors in a high-scoring contest, the Titans failed to bowl their full overs in the required time. As a result, during the final over, the umpires restricted the home team to just four fielders outside the 30-yard circle due to the delay.
10. Munaf Patel – Match 32, DC vs RR (Heated exchange with the fourth umpire)

Bowling coach of Delhi Capitals, Munaf Patel, was fined 25% of his match fees and handed one demerit point for breaching the IPL Code of Conduct during his team’s match against Rajasthan Royals on April 16. The sanction was imposed after a heated exchange with the fourth umpire during Delhi’s win at Arun Jaitley Stadium.
Although the board did not provide full details, the incident reportedly occurred when Munaf argued with the umpire over sending a message to the players through a substitute fielder. The offence was deemed a Level 1 violation under Article 2.20, which covers conduct contrary to the spirit of the game. This was the first time in IPL 2025 that a member of a team’s support staff has been penalized under the IPL Code of Conduct.
9. Axar Patel – Match 29, DC vs MI (slow over-rate)

Delhi Capitals skipper Axar Patel was fined INR 12 lakh for maintaining a slow over-rate during Match 29 of IPL 2025 against Mumbai Indians at the Arun Jaitley Stadium, New Delhi. As it was DC’s first offence this season under Article 2.22 of the IPL Code of Conduct, only a financial penalty was imposed.
Axar became the sixth captain this season to be penalized for slow over-rate. Notably, IPL has scrapped match bans for repeated offences, replacing them with fines and in-game restrictions to maintain the pace of play.
8. Sanju Samson – Match 23, RR vs GT (slow over-rate)

Rajasthan Royals captain Sanju Samson suffered a fine of INR 24 lakh for maintaining a slow over rate during Match 23 of the IPL 2025 against Gujarat Titans at the Narendra Modi Stadium, Ahmedabad. This was RR’s second over-rate offence of the season under Article 2.22 of the IPL Code of Conduct.
While Samson led the side in this match, Riyan Parag captained the team during their first offence. As per IPL regulations, repeated breaches lead to heavier penalties. Alongside Samson, the rest of the playing XI, including the Impact Player, were each fined either INR 6 lakh or 25% of their match fees.
7. Glenn Maxwell – Match 22, PBKS vs CSK (abuse of fixtures and fittings)

Punjab Kings’ all-rounder Glenn Maxwell was fined 25% of his match fee and handed one demerit point for breaching the IPL Code of Conduct during Match 22 against Chennai Super Kings at the New PCA Stadium, New Chandigarh. The 36-year-old was admitted to a Level 1 offence under Article 2.2, which relates to the abuse of fixtures and fittings during the match. Maxwell’s frustration boiled over after a brief stint at the crease, where he was dismissed for just one run by Ravichandran Ashwin.
6. Rajat Patidar – Match 21, RCB vs MI (slow over-rate)

Royal Challengers Bengaluru skipper Rajat Patidar has been fined INR 12 lakh after his side was found guilty of maintaining a slow over-rate during Match 21 of IPL 2025 against Mumbai Indians at the Wankhede Stadium. This was RCB’s first such offence of the season, implementing a penalty under Article 2.2 of the IPL Code of Conduct. Meanwhile, Patidar has gained immense praise for leading RCB this season.
5. Ishant Sharma – Match 20, GT vs SRH (abuse of cricket equipment or clothing, ground equipment or fixtures and fittings during a match)

Gujarat Titans pacer Ishant Sharma has been fined 25% of his match fee and handed one demerit point for breaching the IPL Code of Conduct during Match 20 against Sunrisers Hyderabad at the Rajiv Gandhi International Stadium on April 6. The veteran bowler admitted to the Level 1 offence under Article 2.2, which determines the abuse of cricket equipment or ground fixtures. He accepted the Match Referee’s sanction.
4. Rishabh Pant – Match 16, LSG vs MI (slow over-rate)

Lucknow Super Giants captain Rishabh Pant has been fined INR 12 lakh for maintaining a slow over-rate during Match 16 of IPL 2025 against Mumbai Indians at the BRSABV Ekana Stadium in Lucknow. Despite securing a 12-run win on April 4, Pant’s side couldn’t complete their overs within the stipulated duration, falling short after the 19th over.
As per IPL rules, teams are required to finish their 20 overs within the set time frame. Due to the delay, LSG had to play the final over with one fewer fielder outside the 30-yard circle, a penalty for slow over-rate. This was LSG’s first offence of the season under Article 2.22 of the IPL Code of Conduct, which resulted in the fine.
3. Digvesh Singh Rathi – Match 13, Match 16, LSG vs PBKS, LSG vs MI (Unwelcoming action/gesture)

Lucknow Super Giants’ mystery spinner Digvesh Singh Rathi, has been in the spotlight after making an impressive debut in his IPL season, not just for his performances with the ball, but also for his fiery celebrations. The 25-year-old Delhi spinner grabbed attention for his writing in the “notebook” gesture after dismissing Naman Dhir, which stirred controversy, resulting in half the match fee fine and two demerit points for breaching the IPL Code of Conduct.
This wasn’t Rathi’s first offence. Earlier, against Punjab Kings, he celebrated similarly after dismissing Priyansh Arya, even making slight body contact, earning a 25 per cent fine and a demerit point. Now he has three points on his record.
2. Riyan Parag – Match 11, RR vs CSK (slow over-rate)

Rajasthan Royals’ stand-in captain Riyan Parag was fined INR 12 lakh for maintaining a slow over-rate during Match 11 of the IPL 2025 against Chennai Super Kings at the ACA Stadium in Guwahati on March 30. This was RR’s first offence of the season under Article 2.22 of the IPL Code of Conduct.
RR’s pace attack, which bowled 11 overs in the second innings, contributed to the delay in completing their quota of overs. Parag, leading the side in the absence of Sanju Samson (recovering from a finger injury), didn’t face a suspension due to the updated IPL rules that now only impose fines and field restrictions for slow over-rates.
1. Hardik Pandya – Match 9, MI vs GT (slow over-rate)

Mumbai Indians skipper Hardik Pandya was fined INR 12 lakh for a slow over-rate during Match 9 of IPL 2025 against Gujarat Titans in Ahmedabad. This was MI’s first such offence this season under Article 2.22 of the IPL Code of Conduct.
It was Hardik’s first appearance in IPL 2025 after serving a one-match ban, carried over from IPL 2024, when MI had breached over-rate regulations thrice. This incident was the first over-rate penalty in IPL 2025. Under the new rules, such offences no longer lead to suspensions, only monetary fines and fielding restrictions.
